Official ROB Policy as of 1/16/2010 as
agreed to by the ROB disciplinary committee comprised of the rink manager Mike McConkey,
goalie rep. Barney Wemple
and the 6 captains: Terry Quenelle, Zach Swift,
Scott MacPherson, Phil Singer, Brian Barns, &
Chris Bent.
Players be aware that
this is what the ref has been instructed to look for during a game and how
the ROB league expects calls to be made.
- PENALTIES
- Body Checking. Watch for
anyone using their body to knock player off the puck - whether itŐs their
shoulder, hip or whatever.
- Hooking. Stick lift and stick
press are OK. Any player who lifts another playerŐs stick above their
waist or puts their stick near attackerŐs hands or up under
their armpit should be called for hooking.
- Slashing. Watch for players
swinging at another playerŐs stick or body. We have complaints of hard
slashes cracking or breaking sticks and players with bruises due to
slashes. Also, a slash that misses should still be called as a slashing
penalty.
- Fighting. Any players fighting will
immediately be tossed from that game with a misconduct penalty (not
just 10 minutes). This assumes one player instigates and the other swings
back. Also assumes gloves are still on. If player that is attacked does
not swing back, only instigator is tossed.
- Breakaways. Any player on a
breakaway will not have to worry about being fouled from behind (in any
way). If this happens, a penalty shot is awarded. Here is the penalty
shot criteria from USA Hockey:
- Player with puck heading to score must be in the attacking zone.
For example: a trip in the neutral zone is just a tripping minor, even if from
behind.
- Attacking
player must have no other opponent to pass than the goalkeeper.
- The
attacking player Ňis tripped or otherwise fouled from behind or diagonally from
behind (beyond the fouled playerŐs peripheral vision) thus preventing a
reasonable scoring opportunityÓ

Mouthing Off to Ref. Any player who goes beyond politely asking about a call is given a
warning (T sign for unsportsmanlike conduct). After that, he is given a
misconduct penalty and sits for 2 + 10 (the unsportsmanlike minor +
misconduct).
Watch
the crease. Players in the crease should be called for
this. A goal scored by a player with a skate in the
crease will be disallowed.
